Establishes a legal presumption that multiple myeloma, non-Hodgkin's lymphoma, prostate cancer, and testicular cancer contracted by full-time firefighters are work-related disabilities or deaths unless proven otherwise.

Requires firefighters to meet four eligibility criteria: pass a pre-employment physical examination, work continuously for the same employer for at least 5 years, abstain from tobacco for at least 5 years, and not work in other high-risk positions during the preceding 5 years.

Exempts firefighters employed on July 1, 2017, from the physical examination requirement but they must still meet the other three eligibility conditions.

Increases the Florida Retirement System employer contribution rate for the Special Risk Class by 0.01 percentage point effective July 1, 2017, to fund the presumption benefits.

Directs the Legislature to review cancer research programs for firefighters by the 2018 Regular Session to determine if further statutory changes are necessary.
