Creates section 403.70325 to allow coastal municipalities with populations under 100,000 to establish pilot programs regulating or banning disposable plastic bags.

Defines "coastal community" as municipalities bordering the Gulf of Mexico or Atlantic Ocean, or adjacent saltwater bodies including bays, sounds, inlets, lagoons, salt marshes, and coastal wetlands.

Requires pilot program ordinances to take effect no earlier than January 1, 2018 and expire no later than June 30, 2020, with no new taxes or fees on plastic bags.

Mandates participating municipalities collect impact data and submit reports to their governing bodies and the Department of Environmental Protection by April 1, 2020 at a public hearing.

Republishes section 403.7033, which continues to prohibit local governments from enacting regulations on disposable plastic bags pending departmental analysis.
