Requires craft distilleries to sell only at their souvenir gift shops on private property contiguous to the licensed distillery premises, with division approval for any location revisions.

Prohibits craft distilleries from shipping spirits to consumers; allows only face-to-face sales and delivery within the state, with exceptions for sales to distributors, bonded warehouses, and exporters.

Requires craft distilleries to report to the division within 5 days of reaching production limitations of 75,000 gallons per calendar year, after which retail sales are prohibited.

Restricts ownership transfers and affiliations of craft distilleries that produce 75,000 or fewer gallons annually to prevent consolidation with other distilleries.
