Repeals all statutes authorizing the use of traffic infraction detectors (automated enforcement cameras) by the Department of Highway Safety and Motor Vehicles, counties, and municipalities.

Eliminates the authority for traffic infraction enforcement officers to issue citations for red light violations detected by automated cameras under section 316.0083.

Removes differential penalty structures for red light violations, establishing a uniform $158 penalty when enforced by law enforcement officers with standardized distribution to General Revenue Fund, Emergency Medical Services Trust Fund, and Brain and Spinal Cord Injury Trust Fund.

Eliminates point assessments for red light violations enforced by traffic infraction enforcement officers and removes provisions preventing insurance rate increases for such violations.

Effective date of July 1, 2020.
