Reduces penalty for red light violations detected by traffic infraction detectors from $158 to $50, with option to attend a department-approved driver improvement course instead of paying for first violations.

Prohibits suspension of driver's license, privilege to drive, or withholding of license plate/revalidation sticker for failure to pay the $50 penalty when only a traffic infraction detector violation occurred with no additional violations.

Eliminates driver license points for first violations of red light violations when enforced by traffic infraction detectors, though subsequent violations would still incur points.

Redistributes penalty revenue from traffic infraction detectors, reducing amounts to state General Revenue Fund and Emergency Medical Services Trust Fund while maintaining smaller allocations to Brain and Spinal Cord Injury Trust Fund.

Effective date: October 1, 2017.
