Require applicants ineligible for a social security number to provide proof of a taxpayer identification number or equivalent document number when applying for a driver license.

Authorize foreign government-issued documents as proof of identity, including passports, birth certificates, and consular identification documents from Mexico or substantially similar documents from other governments.

Limit driver licenses issued based on foreign documents to validity periods not exceeding 1 year or the document's expiration date, whichever is earlier.

Prohibit the Department of Highway Safety and Motor Vehicles from waiving knowledge, endorsement, and skills tests for applicants who provide proof of identity using foreign government documents.

Require in-person transactions for obtaining duplicate or replacement licenses, renewing licenses, and changing name or address for applicants who established identity using foreign government documents.
