Revises preemption authority for local vacation rental laws by allowing amendments to pre-June 1, 2011 ordinances that are less restrictive or reduce regulatory burdens on active duty military members or disabled veterans (30% or greater service-connected disability) who own vacation rentals.

Modifies the exception for local laws governing vacation rentals in areas of critical state concern to allow regulations based on property valuation criteria when required by the state land planning agency.

Permits municipalities to submit pre-2011 vacation rental ordinances to voters for ratification by referendum, with approval by two-thirds of voting electors making the ordinance's effective date retroactive to its initial adoption date.

Takes effect upon becoming law.
