Creates section 1012.052, Florida Statutes, titled the "Florida Teacher Fair Pay Act" to establish minimum salary requirements for instructional personnel.

Sets a statewide minimum starting salary of $50,000 for all instructional personnel for the 2017-2018 fiscal year.

Requires the Department of Education to annually adjust the statewide minimum starting salary by November 1 each year based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (South Region) for the 12-month period ending September 1.

Requires each district school board to apply district cost differentials to the statewide minimum salary, but prohibits adjustments that would reduce any district's minimum salary below the statewide minimum.

Takes effect July 1, 2017.
