Department of Transportation may only collect tolls on high-occupancy toll lanes or express lanes to discharge bond indebtedness for projects existing before July 1, 2017, and must eliminate tolls after bond indebtedness is paid off.

High-occupancy toll lanes or express lanes may not be created on or after July 1, 2017.

Existing high-occupancy toll lanes or express lanes may continue to exist after toll elimination, but may not operate as toll or express lanes.

Department may collect tolls on express lanes on the turnpike system only if they existed or were under construction before July 1, 2017, and only to discharge related bond indebtedness; tolls must be eliminated after bond repayment.

No new express lanes may be created on the turnpike system on or after July 1, 2017; existing express lanes may continue as regular lanes after tolls are eliminated.
