Allows lien sales to be conducted on public websites that customarily conduct personal property auctions, and exempts facility owners from licensing requirements to post property online for sale.

Establishes that if a rental agreement specifies a limit on property value, that limit is deemed the maximum value of stored property.

Permits facility or unit owners to tow motor vehicles or watercraft if rent remains unpaid for 60 days after maturity, with the wrecker operator responsible for compliance with notification and sale requirements.

Authorizes facility or unit owners to impose and collect late fees of $20 or 20 percent of monthly rent (whichever is greater) if stated in the rental agreement, and specifies such fees are reasonable and not penalties.

Allows owners to charge tenants reasonable expenses incurred for rent collection or lien enforcement.
