Repeals Part I of chapter 348, Florida Statutes, which governs the Florida Expressway Authority Act and eliminates the ability to create new expressway authorities.

Transfers governance, control, and all assets of any existing expressway authority to the Florida Turnpike Enterprise, including the expressway system, facilities, and legal rights.

Requires revenues collected on expressway systems to be treated as turnpike revenues, and the turnpike enterprise assumes all bond liabilities and obligations of the expressway authority.

Directs 95% of remaining toll revenue from expressway facilities to construction, maintenance, or improvement of toll facilities within the counties where revenue was collected, and 5% to the State Transportation Trust Fund for turnpike operations.

Takes effect October 1, 2017, and does not eliminate prior Department of Transportation obligations to pay certain expressway system costs from non-revenue sources.
