Creates the "Marketable Record Titles Act" as the short title for chapter 712 and expands definitions to include "community covenant or restriction" and "property owners' association" beyond just homeowners' associations.

Allows property owners' associations to preserve covenants and restrictions from extinguishment by filing either a written notice under s. 712.06 or a summary notice under s. 720.3032 during the 30-year period following the effective date of the root of title.

Removes the requirement that incorporated homeowners' associations obtain a two-thirds member vote before filing notices to preserve covenants or restrictions.

Requires boards of property owners' associations to consider filing preservation notices at their first board meeting following the annual members' meeting and to record notices at least once every 5 years in county official records.

Makes conforming amendments throughout chapters 702, 712, and 720 to replace "homeowners' association" with "property owners' association" and to apply covenant preservation procedures to all types of property associations, not just residential communities; effective October 1, 2017.
