Repeals regulations requiring testing and approval of sparklers by the Division of the State Fire Marshal, and eliminates registration requirements for manufacturers, distributors, wholesalers, and retailers of sparklers.

Removes the statutory prohibition on the sale and use of fireworks by repealing s. 791.02, F.S.

Eliminates the bonding requirement for licensees engaged in fireworks commerce by repealing s. 791.03, F.S.

Redefines "sparkler" to remove the requirement that sparklers be approved by the division, with unapproved sparklers classified as fireworks instead.

Simplifies exemptions to clarify that the chapter does not prohibit fireworks use for railroads, transportation agencies, industrial purposes, theatrical/ceremonial uses, or licensed manufacturing operations.
