Removes the requirement that advanced registered nurse practitioner applicants complete a formal postbasic educational program of at least one academic year, allowing certification through specialty board certification or master's degree programs alone.

Authorizes the Board of Nursing to conduct on-site evaluations of nursing education program applications and removes the requirement that graduates who do not take the licensure examination within 6 months must complete a preparatory course.

Clarifies probationary status procedures by requiring both accredited and nonaccredited programs to disclose probationary status to students and applicants with an explanation of implications, and specifies that programs may receive a 1-year extension if demonstrating adequate progress toward remediation benchmarks.

Prohibits terminated or closed programs from seeking reapproval for a minimum of 3 years, and specifies that institutional name changes or creation of new educational institutions with the same ownership do not reduce this waiting period.

Transfers reporting responsibilities from the Office of Program Policy Analysis and Government Accountability to the Florida Center for Nursing for annual assessments of compliance with accreditation requirements and implementation of nursing program regulations through January 30, 2020.
