Creates exemption from business tax and associated fees for veterans, surviving spouses of veterans, and active-duty military spouses who relocate due to permanent change of station orders, effective July 1, 2016.

Extends exemption to individuals receiving public assistance and those with household income below 130 percent of the federal poverty level.

Requires applicants to complete and sign a Request for Fee Exemption form under penalty of perjury and submit written documentation supporting their eligibility.

Repeals Section 205.171, which previously provided business tax exemptions for disabled veterans of any war or their unremarried spouses.
