Creates requirement for Office of Program Policy Analysis and Government Accountability to collect and report on sentences imposed by circuit judges and county judges in criminal and juvenile cases.

Initial report must include data from previous 5 calendar years; subsequent annual reports must cover previous calendar year, with reports posted to website by March 1 each year.

Report must detail judge presiding over trial and sentencing, court location, offenses, possible sentence ranges, actual sentences imposed, and defendant demographic information including age, sex, race, income, and prior criminal history.

Evidence of sentencing disparity by a judge toward any demographic group constitutes grounds for disqualification of that judge from cases involving members of that demographic group.

Office must provide annual report to Chief Justice, Governor, President of Senate, Speaker of House, and majority and minority leaders beginning February 1, 2018, and annually thereafter; each judge receives individual report of their own sentencing data.
