Requires railroad companies to comply with Federal Railroad Administration standards and install safety technology including positive train control and remote health monitoring systems.

Mandates railroad companies construct and maintain fencing (at least 4.5 feet high) along rail corridors as determined by department field surveys, with the company liable for damages from failure to maintain required fencing.

Requires railroad companies to submit accident reports to the Florida Department of Transportation and annual reports on insurance coverage and liquefied natural gas transport capabilities.

Makes railroad companies solely responsible for all rail corridor improvements and upgrades needed for operation and safety, with state and local governments not liable for costs unless they expressly consent in writing.
