Exempts arm's length financial transactions between beer/malt beverage manufacturers and vendors from "tied house evil" restrictions if the transaction does not involve direct sales, limits competitor beverages during sponsored events, or applies to vendors in theme parks of at least 25 contiguous acres with 1 million annual visitors (limited to 25 transactions per theme park annually).

Allows minors under 18 to work in retail drugstores, grocery stores, and similar establishments with beer and wine sales licenses without requiring adult supervision for those specific beverages, and permits employment in establishments selling only beer or beer and wine for off-premises consumption.

Repeals restrictions on individual wine container sizes, allowing wines to be sold in any size container.

Authorizes cider to be packaged, filled, refilled, and sold in 32-ounce, 64-ounce, and 1-gallon growlers under the same restrictions as malt beverages.

Simplifies requirements for restaurants to permit patrons to remove partially consumed wine bottles by removing the requirement that a "full course meal" be purchased and consumed with the wine.
