Authorizes the Division of Alcoholic Beverages and Tobacco to appoint division personnel and requires chiefs, assistant chiefs, regional managers, and district or office managers to have Selected Exempt Service status.

Expands entities that may issue sanitary certificates for alcoholic beverage license applicants to include the Agency for Health Care Administration.

Eliminates the $100 fee for temporary beverage licenses issued upon application for transfer, change of location, or change of type or series, effective immediately upon filing of proper application.

Redefines "wine" to include sake and repeals limitations on the size of individual wine containers; authorizes cider to be packaged and sold in 32 ounce, 64 ounce, and 1 gallon growlers under the same restrictions as malt beverages.

Simplifies requirements for removing partially consumed wine from restaurants by eliminating the "full course meal" specification and specifies a $1,000 annual state license tax for craft distilleries (down from $4,000 for regular distilleries).
