Establishes a "vulnerable user of a public roadway" definition in Florida law encompassing pedestrians, bicycle riders, scooter/moped operators, animal riders, and operators of farm tractors, horse-drawn carriages, mobility devices, and wheelchairs on roadways.

Requires motor vehicle drivers to pass bicycles and vulnerable users at a safe distance of not less than 3 feet; violations that injure vulnerable users or damage vehicles can result in fines up to $2,500 and mandatory hearings.

Classifies bicycles as vehicles with the same rights and duties as other vehicles; requires bicycle riders traveling below normal traffic speed to use bicycle lanes or ride near the right curb except when overtaking, turning, or avoiding hazards.

Permits bicycle groups of 4 or more to proceed through stop signs in groups of 10 or fewer at a time, with motor vehicle operators required to yield until the group clears the intersection.

Allows bicycles in bicycle lanes to safely pass vehicles on the right at the rider's own risk; exempts vehicles from no-passing zone violations when passing vulnerable users at the required 3-foot safe distance.
