Amends Florida law to add a minimum population requirement for independent special districts seeking to convert to municipalities through an elector-initiated referendum.

Requires districts pursuing municipal conversion to meet minimum population standards established in section 165.061(1)(b).

Applies to independent special districts created by special act of the Legislature and designated as improvement districts or stewardship districts.

Conversion proceeding criteria remain unchanged for other requirements: elected governing board, board agreement to conversion, provision of at least four municipal services, and no portion of district located within existing municipality limits.
