Allows adoptees at least 18 years old, their descendants, or legal representatives to apply to the Department of Health for a noncertified copy of the adoptee's original birth certificate.

Requires the Department of Health to issue the noncertified copy along with court documents within 45 days of receiving a compliant application.

Directs the Department of Health to develop policies and procedures to implement this provision by February 1, 2018.

Permits the department to charge a fee for the noncertified copy not exceeding the fee charged for certified copies of original birth certificates.

Effective July 1, 2017.
