CS for SB 444 - Veteran Identification

• Creates a veteran identification card issued by the Department of Highway Safety and Motor Vehicles for honorably discharged veterans who provide a DD Form 214, valid photo ID, and pay a $10 fee.

• Card design includes veteran's photograph, full name, branch of service, signature, and military dog tag image, with text stating "Proof of veteran status only. Not for official government use or identification."

• Authorizes use of the veteran identification card as proof of veteran status to qualify for fee waivers across multiple business licensing categories including land surveying, private investigation, security, repossession, health studios, telephone sales, moving services, liquefied petroleum gas sales, pawnbroking, motor vehicle repair, travel sales, and insurance.

• Establishes veteran identification card as acceptable documentation (in addition to DD Form 214) for obtaining concealed weapons permits and various occupational license fee waivers within 24-60 months of discharge.

• Specifies the veteran identification card is not valid for federal benefits determination or use as official government identification.
