Defines "personal delivery devices" as motorized devices weighing 50 pounds or less, operating at maximum 10 miles per hour on sidewalks and crosswalks, capable of autonomous operation and able to identify pedestrians and traffic signals.

Authorizes operation of personal delivery devices within county and municipal jurisdictions unless prohibited by local ordinance, but prohibits operation on the Florida Shared-Use Nonmotorized Trail Network.

Requires personal delivery device operators to maintain general liability insurance coverage of at least $100,000 for damages arising from device operation.

Exempts personal delivery devices from vehicle registration and insurance requirements under chapter 320, except for the $100,000 liability insurance requirement.

Effective date is July 1, 2017.
