Requires the Just Read, Florida! Office to train Pre-K through grade 3 teachers, reading coaches, and principals on research-based reading instructional strategies and interventions, in collaboration with the Office of Early Learning.

Directs early learning coalitions to coordinate with the Office of Early Learning to assign student identification numbers to students enrolling in the Voluntary Prekindergarten Education Program.

Requires pre-K providers and schools to give parents assessment results within 10 days and report aggregate results to early learning coalitions and school districts within 30 days of assessment administration.

Allows children at risk of not meeting performance standards to reenroll in one school-year pre-K program, with criteria for reenrollment determined by the Office of Early Learning.

Appropriates $10 million from the General Revenue Fund for fiscal year 2017-2018 for development of reading instruction training for pre-K through grade 3 teachers, coaches, and principals.
