Authorizes water management district governing boards to enroll their employees and retirees in the state group insurance program under s. 110.123 and the state employees' prescription drug program under s. 110.12315.

Requires the Department of Management Services and the Legislature to determine annual contribution rates and financial responsibility levels for participating districts, with contributions set at parity with state agencies and their employees and retirees.

Establishes a minimum 3-year enrollment period for districts participating in the state programs.

Requires districts to provide 1 year written notice before terminating participation and prevents reapplication for 2 years following termination.

Takes effect July 1, 2017, and applies to state program enrollments beginning with the 2018 insurance plan year.
