Removes duplicative, redundant, or unused rulemaking authority from 18 Florida statutes as directed by the Legislature in section 11.242(5)(j), Florida Statutes

Eliminates rulemaking provisions in statutes governing condominium eminent domain procedures, state employee benefits, military affairs, library services, state parks, historic preservation, economic development programs, and marine fisheries

Repeals section 217.14 entirely and removes specific rulemaking language from sections including 250.116, 257.12, 258.15, 267.075, 288.1082, 311.07, and 375.065

Modifies language to allow direct administrative action without rulemaking in areas such as managing armories, recognizing donors to state parks, and establishing marine information systems

Takes effect 60 days after adjournment sine die of the 2017 legislative session
