Establishes the Florida Rural Hospital Capital Improvement Competitive Grant Program administered by the Department of Health to provide grants up to $750,000 per eligible rural hospital.

Requires eligible rural hospitals to demonstrate that grant funds are necessary to maintain or improve healthcare quality, provide return on investment to taxpayers, and maintain satisfactory recordkeeping systems.

Grant applications must be scored and ranked based on social and economic community benefit, economic development promotion, expansion of services to underserved populations, and availability of matching funds or in-kind contributions.

Limits allowable use of grant funds to hospital medical equipment purchases or facility infrastructure improvements in the rural area served by the grantee.

Requires the Department of Health to submit an annual report to the Governor and Legislature listing grantees, award amounts, fund usage descriptions, anticipated outcomes, and taxpayer return on investment.
