Establishes a fixed additional delinquency fee of $25 for licensees applying to change from delinquent to active or inactive status, removing the previous cap tied to biennial renewal fees.

Reduces the surcharge rate on Florida Building Code permit fees from 1.5 percent to 1.0 percent, with a minimum surcharge of $2 per permit.

Maintains requirement that local governments collect the surcharge and remit it quarterly to the Department of Business and Professional Regulation for deposit in the Professional Regulation Trust Fund.

Preserves existing allocations including $925,000 annually for the Florida Building Code Compliance and Mitigation Program and $15,000 annually for Florida Fire Prevention Code informal interpretations.

Takes effect July 1, 2017.
