Creates section 255.0992 of Florida Statutes to regulate state and political subdivision contracting for public works projects.

Prohibits the state and political subdivisions from requiring contractors, subcontractors, or material suppliers to pay predetermined wages, provide specified benefits, control staffing, or recruit employees from designated sources on public works projects.

Defines "public works project" as construction, maintenance, or improvement activities where 50 percent or more of costs are paid from state-appropriated funds and the project is owned by a political subdivision.

Prohibits the state and political subdivisions from preventing any qualified, licensed, or certified contractor, subcontractor, or material supplier from submitting bids on public works projects, with exceptions for vendors listed under sections 287.133 or 287.134.

Does not apply to contracts executed under chapter 337 and takes effect July 1, 2017.
