Requires the Florida Association of Court Clerks and Comptrollers, Inc. to develop, operate, and maintain the Comprehensive Case Information System as agent of the clerks of the circuit court.

Designates the system as a secure, single point of access for searching statewide court information and provides access to court records containing electronic case data necessary to support the state court system.

Establishes that records accessed through the system are official court records and that individual circuit court clerks remain the official custodians of and responsible for all court records and data submitted by their offices.

Allows the Florida Association of Court Clerks and Comptrollers, Inc. to transfer ownership and operation of the system to an intergovernmental authority created by circuit court clerks under Chapter 163.

Takes effect July 1, 2017.
