Creates the "Florida Responsible Parent Act" as the short title for the legislation.

Adds circumstances allowing obligors to avoid driver license and motor vehicle registration suspension for child support delinquency, including demonstrating no ability to pay due to temporary job loss from natural disaster, illness, or involuntary unemployment.

Expands grounds for contesting a delinquency notice from two grounds (mistake of fact regarding delinquency existence or obligor identity) to three grounds by adding inability to pay due to temporary interruption in employment or medical conditions.

Maintains the 20-day notice and response period for obligors to pay delinquency, enter a payment agreement, or file a contest petition with the court.

Takes effect July 1, 2017.
