Allows manufacturers authorized to make direct deliveries to use vehicles owned or leased by the manufacturer or persons disclosed on the manufacturer's approved license application.

Exempts direct manufacturer-to-vendor deliveries from the "come-to-rest" requirement that typically mandates malt beverages pass through a licensed wholesaler before sale.
