Requires CareerSource Florida to submit annual reports by December 1 containing participant statistics, employment outcomes, services received, and employment status at 3, 6, and 12 months after program exit for individuals subject to work requirements in temporary cash assistance and food assistance programs.

Mandates the Department of Economic Opportunity, in cooperation with CareerSource Florida and Department of Children and Families, develop and implement work plan agreements for temporary cash assistance participants that clearly inform them of expectations, sanctions, and penalties for noncompliance with work requirements.

Imposes fees for replacement electronic benefits transfer cards beginning with the fifth request within a 12-month period, with fees equal to the replacement cost and deductible from participant benefits, though waivers are allowed for good cause.

Revises the Relative Caregiver Program eligibility guidelines to restructure the organization of caregiving categories and clarifies that caregivers cannot receive payments if a parent or stepparent resides in the home, with specified exceptions for minor parents.

Requires the Office of Program Policy Analysis and Government Accountability to study workforce development barriers for Supplemental Nutrition Assistance Program and TANF participants and submit findings by November 1, 2017; establishes a TANF Reemployment Pilot Program in Pinellas County with $300,000 in appropriations for fiscal year 2017-2018.
