Defines "conversion therapy" as any practice or treatment aimed at changing an individual's sexual orientation, behavior, gender identity, gender expression, or reducing attraction to people of the same gender.

Excludes from the definition professional counseling that supports individuals undergoing gender transition or provides acceptance, support, and identity exploration without the goal of changing sexual orientation or gender identity.

Prohibits licensed medical practitioners, osteopathic practitioners, psychologists, psychotherapists, social workers, marriage and family therapists, and mental health counselors from practicing conversion therapy on individuals under 18 years of age.

Classifies conversion therapy performed on minors as unprofessional conduct subject to disciplinary proceedings by the department and appropriate regulatory boards.

Takes effect July 1, 2017.
