SB 584 Summary

• Establishes an alternative pathway to a standard high school diploma for students beginning in the 2016-2017 school year who have not passed the grade 10 ELA assessment or Algebra I EOC assessment.

• Requires eligible students to document completion of minimum graduation course credits, attainment of industry certifications or occupational completion points, and mastery of academic standards through a portfolio containing quantifiable evidence.

• Mandates each school district establish an Alternative Pathway to Graduation Review Committee composed of the principal, guidance counselor, relevant teachers, and the student's parent or guardian to develop a personalized graduation plan.

• Allows the district school board to waive assessment results and administer the grade 10 ELA or Algebra I EOC assessment in hard-copy format if the review committee determines that online administration would significantly impair the student's performance.

• Requires each district school board to adopt rules implementing the alternative pathway and incorporate these provisions into the student progression plan.
