• Adds legislative intent to encourage frequent contact between children and each parent to optimize parent-child relationships.

• Authorizes the Department of Revenue to establish parenting time plans agreed to by both parents in Title IV-D child support administrative actions, including a Title IV-D Standard Parenting Time Plan with specified holiday and vacation schedules.

• Requires the Department of Revenue to mail the Title IV-D Standard Parenting Time Plan with proposed administrative support orders and refer parents who disagree on a plan to circuit court for judicial determination.

• Creates a fee-free petition form for parents to establish parenting time plans in court and specifies that parenting time plan enforcement or modification must be sought through circuit court, not the Department of Revenue.

• Requires the Department of Revenue to report to the Governor and Legislature by December 31, 2018, on implementation status, including numbers of plans entered and parents referred to court; appropriates $1,041,126 ($350,476 recurring and $690,650 nonrecurring) for implementation; effective January 1, 2018.
