Revises the Rural Economic Development Initiative (REDI) to focus on job creation, infrastructure improvement, workforce development, and healthcare access in rural communities.

Redefines "rural area of opportunity" to include communities facing severe or chronic economic distress and competitive disadvantages such as low labor force participation, low educational attainment, high unemployment, low school grades, and high rates of infant mortality, diabetes, and obesity.

Removes the limit of three rural areas of opportunity that may be designated and eliminates the requirement that Enterprise Florida, Inc. identify catalyst projects.

Establishes REDI membership structure with state agency heads, Enterprise Florida and CareerSource Florida representatives, regional economic development organization chairs, and five private sector members appointed by the Governor, Senate President, and House Speaker.

Requires REDI to submit annual reports by September 1 to the Governor, legislature, and department detailing operations, accomplishments, waivers granted, economic impacts, and recommendations for improving rural competitiveness.
