Deletes criminal penalty for carrying a white or white-tipped-with-red cane on public streets unless person is blind, removing a misdemeanor of the second degree charge.

Changes several traffic and motor vehicle violations from criminal misdemeanors to noncriminal violations, including sunscreening material installation (s. 316.2956), false insurance proof (s. 316.646), and refusing to sign traffic citations (s. 318.14).

Reduces drug offense driver license suspension/revocation period from 1 year to 6 months and removes provisions allowing drivers to petition for early restoration of driving privileges.

Increases theft thresholds: raises grand theft of the third degree minimum from $300 to $1,000; increases petit theft of the first degree and dwelling theft maximums from $300 to $1,000; and deletes felony penalty for petit theft with two or more prior convictions.

Increases worthless check and debit card order felony threshold from $150 to $500 for both misdemeanor/felony distinction and obtaining property in return for worthless checks.
