SB 614 - Florida Medical Marijuana Act

• Repeals the Compassionate Use Act (s. 381.986) and creates comprehensive medical marijuana regulations allowing qualifying patients with debilitating medical conditions to purchase and possess marijuana through registered Medical Marijuana Treatment Centers (MMTCs).

• Establishes a patient registration system requiring physician certification that a patient suffers from a qualifying debilitating condition (cancer, epilepsy, PTSD, ALS, Crohn's disease, Parkinson's, multiple sclerosis, HIV/AIDS, glaucoma, terminal conditions, or comparable conditions) and that marijuana benefits outweigh health risks.

• Creates licensing framework for MMTCs to cultivate, process, and retail marijuana with application fees up to $1,000, licensure fees up to $50,000, and a $1 million performance bond; limits retail facilities to one per 25,000 county residents and prohibits local municipalities from banning retail locations.

• Requires independent testing laboratory certification and comprehensive tracking from cultivation to retail sale; mandates child-resistant packaging with labeling of cannabinoid concentrations, test results, and warning symbols.

• Applies Florida sales tax to marijuana sales with proceeds deposited into the Education and General Student and Other Fees Trust Fund for research on marijuana safety and efficacy.
