Extends the period for paying 4.04 percent of net cigarette tax collections to the H. Lee Moffitt Cancer Center and Research Institute from June 30, 2033 to June 30, 2017.

Creates a new distribution period beginning July 1, 2017 through June 30, 2053, directing 6.13 percent of net cigarette tax collections to the H. Lee Moffitt Cancer Center and Research Institute.

Changes the minimum appropriation guarantee language from "shall" to "may" regarding maintenance of funding levels compared to fiscal year 2001-2002.

Amends section 210.20, Florida Statutes, to restructure the cigarette tax distribution schedule into three numbered subsections for different time periods.

Takes effect July 1, 2017.
