Authorizes Florida to participate in the State Authorization Reciprocity Agreement (SARA), which allows accredited postsecondary institutions to offer distance education across state lines without individual state authorization.

Creates the Postsecondary Reciprocal Distance Education Coordinating Council within the Department of Education, consisting of five members including the chancellors of state universities, colleges, and career education plus independent college representatives, to administer SARA participation.

Grants the council authority to review and approve Florida institutions' SARA applications, ensure compliance with SARA terms, develop complaint resolution processes, and revoke participation for noncompliance.

Requires the council to propose an annual fee schedule based on institutional enrollment that is approved by the State Board of Education, with collected fees deposited into the Institutional Assessment Trust Fund.

Exempts non-Florida SARA institutions from Commission for Independent Education jurisdiction and licensing requirements when offering only distance education programs consistent with SARA terms, and allows licensed agents to solicit students for these institutions without separate approval.
