Adds requirements for certificates of nonviable birth to contain information determined by the Department of Health for legal, social, and health research purposes.

Authorizes the Department of Health to issue certified copies of nonviable birth certificates to parents, government agencies for official purposes, and persons authorized by court order.

Makes confidential and exempt from public disclosure: cause of fetal death, parentage, parental marital status, and all medical information in nonviable birth records, except information released for approved health research.

Requires the Department of Health to issue certified copies excluding confidential information to authorized persons upon request and payment of the applicable fee.

Sunsets the exemption on October 2, 2022, unless reviewed and saved from repeal under the Open Government Sunset Review Act.
