Expands eligibility for virtual instruction to all students, including home education and private school students, removing previous restrictions based on prior public school enrollment or military family status.

Removes the requirement for an Auditor General operational audit of the Florida Virtual School.

Simplifies online course requirements for high school diplomas by allowing students to satisfy the requirement through nationally recognized IT industry certifications, removing the option to pass a generic online content assessment.

Authorizes virtual charter schools and school district virtual programs to serve all eligible students under the new expanded eligibility criteria in section 1002.455.

Takes effect July 1, 2017.
