Authorizes state agencies to make Medicaid payments for persons with AIDS who have opportunistic infections, are at risk of hospitalization, and have income at or below 300 percent of the federal benefit rate, subject to federal waiver approval.

Removes the Agency for Health Care Administration's authority to consolidate home and community-based services across the Aged and Disabled Waiver, Channeling Waiver, Project AIDS Care Waiver, and Traumatic Brain and Spinal Cord Injury Waiver programs.

Eliminates the requirement that the agency implement a Medicaid prescription drug management system, while retaining other drug management programs including behavioral drug management and preferred drug list provisions.

Requires Medicaid recipients enrolled in the Traumatic Brain and Spinal Cord Injury Waiver, Adult Cystic Fibrosis Waiver, and Project AIDS Care Waiver to transition into the long-term care managed care program by January 1, 2018, and directs the agency to seek federal approval to terminate these waiver programs once all eligible recipients have transitioned.
