Creates section 951.0325 of Florida Statutes to regulate compensation for prisoner medical services provided by health care providers and emergency medical transportation entities without contracts.

Limits compensation to non-contracted health care providers to 110 percent of the Medicare allowable rate, or up to 125 percent if the provider reported a negative operating margin to the Agency for Health Care Administration in the previous year.

Limits compensation to entities providing emergency medical transportation services for prisoners to 110 percent of the Medicare allowable rate if they lack a contract with the county or municipality operating the detention facility.

Exempts charges for medical services provided at hospitals operated by the county or municipality from these compensation limitations.

Takes effect July 1, 2017.
