Authorizes real estate practice courses to be taught in-person or via distance learning, replacing previous video tape and live instruction requirements.

Expands appraisal management company (AMC) definition to include entities overseeing more than 15 state-certified appraisers in one state or 25+ appraisers across multiple states within a 12-month period.

Allows appraisers to perform property evaluations in federally regulated transactions that qualify for exemptions from appraisal requirements, provided they comply with federal standards and board rules.

Requires Department of Business and Professional Regulation to transmit annual rosters of licensed appraisers and registered AMCs to the appraisal subcommittee and collect annual fees from AMCs performing services in covered transactions.

Adds new grounds for disciplining AMCs, including prohibiting requirements for clients to hold AMCs harmless from liability arising from appraiser services, and allows denial of registration renewals.
