Increases the Central Florida Expressway Authority's governing body from 9 to 10 members by adding the chair of the Brevard County board of county commissioners as an appointee.

Adds Brevard County to the list of counties whose residents may be appointed by the Governor as citizen members of the authority.

Raises the quorum requirement from 5 to 6 members and increases the voting requirement for authority actions from 5 to 6 members.

Expands the authority's service area to include the geographical boundaries of Brevard County in addition to Orange, Seminole, Lake, and Osceola Counties.

Takes effect July 1, 2017.
