Allows property owners to record a notice of termination of construction at any time, whether or not construction is complete.

Requires that if a notice of termination is recorded before construction completion, the owner must first serve written notice on the contractor and all lienors.

Requires the contractor and all lienors to be paid in full or pro rata for all labor, services, and materials provided through the effective date of the notice of termination before the notice can be recorded.

Establishes that owners or contractors who fraudulently make false statements in a notice of termination are liable to lienors for damages, and lienors have a cause of action for damages.

Takes effect July 1, 2017.
