• Creates comprehensive franchise protection law (sections 686.101-686.113) governing termination, renewal, transfer, and repurchase obligations between franchisors and franchisees in Florida.

• Prohibits franchisor termination or non-renewal without "good cause," requiring 90 days' notice and 60-day cure period, except for specific circumstances including insolvency, abandonment, legal violations, or public safety concerns.

• Requires franchisors to provide 180-day notice before allowing franchise agreements to expire and prohibits non-renewal for converting the franchise to affiliate or employee operation.

• Mandates franchisor repurchase of inventory, supplies, equipment, fixtures, goodwill, and furnishings at fair market value upon termination, with civil liability penalties including attorney fees and interest if repurchase is refused within 60 days.

• Prohibits unreasonable restrictions on franchise sales or transfers to qualified buyers, restricts unfair practices including misrepresentation and vendor kickbacks, and establishes remedies including damages, injunctive relief, and punitive damages for violations; applies to franchises entered into or renewed after the act's effective date.
